obviously this is a very difficult time for the family. >> clinging to hope for a missing girl and the new clue in the search. good afternoon. i'm tori campbell. search and rescue teams have resumed the intense search for the 9-year-old girl with autism missing in clearlake from sunday. alex savidge joins us live to tell us where searchers are

focusing. >> reporter: good afternoon. i just got finished talking with some of mikaela's family members. they remain optimistic that this little girl can be found alive. today, here in clearlake, the search certainly intense fined to find this -- intensified to find this 9-year-old girl. a chopper was launched to search from the air. while sheriff's deputies used boats to check the docks along clearlake, meantime, there were dozens of searchers who went door to door, all of them looking for any sign of 9-year- old mikaela lynch, missing since sunday. her godfather tells me the family is trying to remain positive. >> obviously, this is a very difficult time for the family, for the parents, especially. we're ecertainly grateful for volunteers and law enforcement and the people who have come out, the community. the family remains hopeful at

this time. >> reporter: mikaela is autistic, unable to speak. she atends this san francisco elementary school. they were staying at the vacation home in clearlake when the girl wandered off on sunday afternoon. authorities say she was playing on the trampoline with her brother and her parents left her alone for a few moments. the clearlake police chief says there's surveillance video from a neighbor's house showing mikaela running away from her home. >> it shows she was alive and well at a certain time. >> reporter: searchers have come in from a number of different counties to help find this little girl. neighbors are also pitching. janet wilson was -- jeanette wilson was passing out fliers. >> won'tfully we find her. we to pray -- we hopefully find her. we have to keep praying.

>> reporter: authorities say there's no reason to believe that foul play was involved in the disappearance. the family's vacation home backs up right to the lake. authorities say mikaela loves the water but does not know how to swim. i'm told more resources are on the way here to this command center in clearlake and the chief tells me this search will go on as long as it has to. alex savidge, ktvu channel 2 news. >> thank you. now, the father of leila fowler is standing by his 12- year-old son after he was arrested in connection with his sisters's death. he was arrested on saturday, two weeks after leila fowler was stabbed to death in her home. boy told investigators an intruder stabbed her. the father told "the associated press" that he will believe his son is innocent until proven otherwise. the ntsb has just received a recommendation from its staff

urging states to lower the legal drinking limit. new at noon, sal castanedo joins us live from oakland where, sal, you spoke to highway patrol and drivers about this recommendation. what did they have to say? >> reporter: well, tori, they had a lot to say as you might imagine. now, if the states follow this recommendation what is now legal driving in many cases will become illegal driving. today the ntsb voted to recommend to the chats they change a -- states that they change the legal limit from .08 to .05. they say each year 10,000 people die from drunk driving rerated crashes and another -- related crashes and another 175,000 are injured. this man has seen plenty of drivers impaired while still in the legal limit of .08.

>> when i started it was .01 and then -- .10 and then it went to .08 and now we even see people impaired with that amount. >> reporter: chp and other law enforcement agencies regularly conduct dui checkpoint, especially during the holidays. authorities say the last time the dui limit was reduced, it did result in more people being arrested. the chp experts credit a reduction in the number of drunk driving fatalities down 50% in the last 30 years to increased law enforcement and other lower limits. now, reaction to the ntsb recommendation was mixed. >> i think it's still a problem. you see too many young people getting injured and losing their lives unnecessity. it's another way to add -- unnecessary. it's another way to add control to keep people s

>> after a certain are gonna be arresting people unnecessarily when they have had a drink or two and are totally capable of driving. >> reporter: the chp says they expect more to be arrested if the limit goes down to .05. we've heard from bar owners and cabdrivers who say this might affect their business as well. live in oakland, sal castanedo, ktvu channel 2 news. a state hearing is being held as well as a federal investigation about the new span of the bay bridge. lawmakers plan to grill caltrans officials before the state transportation committee this afternoon. at issue is whether caltrans can or should handle such large construction projects. also the federal highway administration is investigating the failure of seismic rods on the bridge and the proposed solution. hollywood star angelina jolie is revealing some very personal information today. she says she has undergone a

preventive double mastectomy. she made the decision to have the surgery ardiscovering she dairies the -- after discovering that she carries the gene that increases the risk for breast and ovarian cancer. doctors said she had an 87% risk of eacancer. along with a 50% risk of ovarian cancer. her mother died at the age of 56 after a long fight with cancer. she says she hopes other women can find encouragement from her story. she says i choose not to keep my story private because there are many limb who might not know that they are living under the shadow of cancer. it's my hope this there will be able to get gene tested and if they have a high ridge, they, too, will -- high risk, they, too, will know they have strong options. her surprise revelation hit home close to many women.

one north bay woman made the same decision as jolie. tara moriarty is live in rohnert park with her story. >> reporter: a ticking time bob is how joe el burnett described her -- bomb is how joele burnett described her situation. she was just 42 when she discovered that she carried the mutated brca gene. her sister nearly lost her life to breast cancer twice. so she decided to get the double mastectomy. this vibrant mother of two chronicled her journey in a book called "cancer time bomb." my first thought was my kids. i had seen what was happening with my family and my dad's mother and sister both died of breast cancer and his only niece had breast cancer the first time my sister had hers. so i didn't want to go through that. i had already seen what my sister had gone through and i knew i wanted to be alive for my kids. >> reporter: she says being

his revised general plan is now $96.4 billion. that's 1.2 billion lower than his january budget proposal. brown says that's mostly due to inmay and june. feel the impact he expects a drop from 4.5 billion to 2.8 billion in revenue. california schools will get most of that money. his budget goes to the legislature which has a june 15th deadline to pass it. we should know more about the investigation about the death of an america's cup sailor. officials have scheduled a press conference for 2:00 p.m. following a closed door meeting that began a few hours ago. all team members are in the meeting. the america's cup, the coast guard and san francisco police are lacking -- are looking into the capsizing of the catamaran

in san francisco this morning, six former and current school district employees were accused of embezzling millions of dollars in grant money. district attorney george gascon said investigators spent years tracking down the suspects and tracing the stolen money. he said the suspects diverted $15 million from state and federal grants and put them in a slush fund for their own personal use. >> we have people that were in a position of trust that were taking money, who were diverting this money and using this money for personal use. this is one of the worse kinds of corruptions. >> gascon said some of the funds went to school programs but not for those for which they were intended. investigators are looking

into the cause of an early- morning fire that gutted two businesses. it broke out just after 2:00 a.m. at a building on -- building on sharon drive near highway 85 and deanza boulevard. the building manages the silk day salon and another smalls about business. firefighters say 20-foot flames were coming from every window when they arrived. it took an hour for them to put it out. they were able to keep the fire from spreading. >> the daycare center eggs next door, about 20 feet or so was threatened. we were able to get lines in place to protect that building. >> arson investigators were at the scene this morning but they say so far they've not found anything that appears suspicious. palo alto will soon join the list of silicon valley cities that ban smoking in public works. last night, the city council approved a park smoking pan in a 7-1 vote. as per the mayor's suggestion it was expanded from smaller

parks to include all 38 parks in the city. san jose, mountain view, campbell, saratoga, los gatos and cupertino all have similar bans. some people feel smokers are being singled out. >> people who want to smoke, they feel alienated and i think they feel push pushed away. and -- feel pushed away. i think it's a big turnoff for them. >> the parks and rec department will decide if parks should have designated smoking areas. the ban is expected to take effect in july. tonight city leaders in mountain view will consider a car sharing pilot program to improve downtown parking. under the pilot program, zip car would have exclusive use of two public parking lots for a -- for a year. if the plan is surgeful, other sharing programs would be able to add their cars downtown. the city council will take up the issue tonight at 6:30.

san francisco city planners tonight will unveil a final design plan for improving castro street. the goal is to make it easier for pedestrians to navigate the two-block stretch of castro between market and 19th. one issue, the project will tackle is the street's narrow sidewalk. the public is invited to attend tonight's community open house at the market in noe center starting at 7:00. the legal battle over the survival of the drake's bay oyster company moved into a federal appeals court. the fate of the oyster farm is back before the 9th circuit court of apeels. the farm has -- appeals. the farm has operated for decades at the location. the lease has run out. conservationists and the national park service says it's time to return the area to wilderness. the farm's owners are trying to overturn the government's decision. they say the farm is a sustainable operation with minimal impact on the

environment. we hope that decision will come down that we get the injunction, we can continue to plant our oysters and continue to provide food for the san francisco bay area and continue to provide jobs. the case has drawn national attention with internationally known chefs and co groups lining up -- rather, conner is ra havetive -- conservative groups lining up. chuck mincey has died. the gnomes confirmed he died of a heart attack. his football career was marred by drug use. he played for the saints and the chargers in the late '7s on and early '80s but was suspended for the 1984 season after testing positive for cocaine. he established the muncie foundation offering services for youth and gang members. he was 60 years old.

the golden state warriors getting ready for the playoff game in san antonio against the spurs. the series is tied at 2-2. the warriors evened thinks up and beat the spurs 97-87 in overtime. tonight's game starts at 6:30. this is the first time the warriors have won two playoff games past the first round since 1977. game 6 is back in oakland on thursday night. and tonight, san jose sharks will play game one against the los angeles kings in their playoff fight. this will be the second stanley cup meeting between the two meetings. the previous series happened when the sharks defeated the kings in six games. they play tonight and thursday in l.a. and then come to stay on saturday and then next tuesday. good-looking day around the bay area. if you are going to see the as play, it will be cool and
